
The Cyber & Security Division of Leonardo Belgium, part of the Leonardo group, focuses on mission-critical services for EU Agencies, NATO and space organizations.
Our office in Brussels hosts the local Bid & Tender Management team, which works closely with the wider Offer Engineering unit in Italy to coordinate and manage complex public tenders in close collaboration with internal and external stakeholders.
This is a cross-functional and collaborative role, ideal for a meticulous, organized, and solution-oriented professional eager to leverage stakeholder management expertise in a dynamic international environment.
As a Bid & Tender Manager, you will be responsible for the following activities:
Execute the scouting of opportunities on client’s tender websites;
Rewiew and evaluate the full package of tender documentation (technical, commercial and contractual documents) and share the main information with the Bid Management Team;
Prepare the Bid/No-Bid summary document (i.e. Executive Summary) to be submitted to the relevant functions;
Prepare and update the Executive Summary of the opportunity during the different steps of the Bid process;
List and retrieve all the needed documentation to ensure the participation in the tender;
Prepare the Bid Plan, define the RACI matrix, and coordinate all internal and external stakeholders to ensure a coherent bid on technical, contractual, pricing, risk analysis and security aspects in full compliance with the client's requirements;
Evaluate the bid budget received from the Sales Manager and lead the estimation of the project costs by collecting quotations from the company functions and external sub-consultants with the aim of optimizing the associated costs;
Support discussions and negotiations with the client and suppliers/subcontractors/partners;
Prepare the final bid documents to submit for approval to management;
Prepare, in the event of an award, the documentation required for handover to the project team;
Support the post-mortem analysis of the tender in the event of a non-award.
Required skills & Experience
At least 3 years of professional experience in bid management or tender coordination, preferably within EU-funded projects or framework contracts;
Knowledge of the EU public procurement process, including experience with request management of Framework Contracts (FWC);
Experience managing multiple parallel tasks, ensuring compliance with deadlines and submission requirements;
Proficiency in Microsoft Office, particularly Excel for tracking tenders, budgets, deliverables etc.;
Ability to coordinate internal teams and external partners/consortia during the preparation of bids and framework contract responses;
Experience reviewing tender documentation (ToR, technical specifications, evaluation criteria) and translating requirements into an actionable bid plan;
Strong analytical skills to assess tender opportunities, eligibility criteria, and strategic fit;
Excellent organisational skills and attention to detail, particularly in managing complex documentation and compliance requirements;
Business-level fluency in English (spoken and written); Italian is considered a strong asset.
