About SOS MEDITERRANEE

SOS MEDITERRANEE is a civil European rescue association founded in 2015 to face the humanitarian tragedy and the lack of adequate state rescue capacity in the Mediterranean on the deadliest maritime migratory route in the world since 2014. Created by a group of European citizens, our maritime and humanitarian organisation has three missions:

  1. To rescue people in distress at sea.

  2. To protect and assist survivors on board our ship.

  3. To bear witness and raise awareness about the tragedy unfolding in the central Mediterranean.

Today, SOS MEDITERRANEE is a network composed of four European entities (Germany, France, Italy, Switzerland) sharing the objective to support our rescue operations at sea. Search and Rescue (SAR) operations have been carried out since February 2016 in the Central Mediterranean off the Libyan coasts with the chartered ships Aquarius and Ocean Viking. To date, over 42.000 people have been rescued by SOS MEDITERRANEE.

Job description

AIM OF THE POSITION

Reporting to the Head of Operations, the logistics and supply manager defines and adapts the logistics strategy and processes and supervises their implementations, ensuring they are aligned to the operations context and strategy.

The Logistics and Supply Manager manages a team of 3 rotating Logistics&Care Coordinator, either working onboard, either working in Marseille office.

MAIN OBJECTIVE

Strategy

  • Define and ensure the implementation of the Logistics, supply and IT strategies

  • Develop, harmonize and formalize the Logistics policies, processes tools and practices

 Supply chain

  • Ensure the supervision of all operations supplies procurement and transport in collaboration with the technical managers

  • Identify and anticipate risks linked to the supply chain, defines and follow the action plan to mitigate those risks, and ensures the stability of supply activities

  • Ensure the proper contract management, traceability and archiving of procurement and supplier documentations

  • Define and oversee onshore and onboard stock strategy (forecasting, inventory levels, warehousing, transport, disposal or sale)

Equipment management

  • Ensure and monitor the maintenance of equipment under the logistics department responsibilities

  • Ensure technical support for logistics-managed equipment, from specification to disposal

  • In coordination with the head of SAR, contribute to the definition of priorities, technical specifications and calendar of implementation of works and jobs on board the ship, and maintenance of the installation and equipment under SOS MEDITERRANEE responsibility

  • Ensure compliance of equipment and installations with maritime, safety and humanitarian standards

  • Coordinate external contractors and service providers, ensuring quality, cost control and respect of operational timeline

  • Ensure installation and maintenance of working spaces and lodging facilities in an adequate living condition as well as all the equipment required

IT

  • Act as technical focal point for IT incidents, system failures, ensuring rapid troubleshooting and coordination with service providers

  • Ensure the proper use and maintenance of IT and communication tools as well as the communication means for all the operation team

  • Ensure proper documentation, asset tracking and configuration management of IT systems

  • Ensure all staff in the operations department, onshore and onboard, benefit from proper training on how to use communications equipment available, when appropriate

Budget Management

  • Define and monitor the budget linked to its activities

  • Analyze fluctuations between forecast and actual budget and communicate or alert the finance department of changes in its budget consumption.

  • Commit and/or validate expenses within the limits of the allocated budget, in compliance with the finance processes and ensuring optimization of budget.

Team Management 

  • Analyzes, quantifies and qualifies the human resources needs of his/her team

  • Recruits and ensure the briefing of his/her team members in their new positions

  • Defines his.her team’s objectives and conducts annual performance reviews for team members

  • Supports the professional development of team members

  • Provides leadership and communication for and within the team

  • Ensures a good working environment for team members

Profile

Diploma(s) & certification(s)

  • Master degree in Logistics, Business Administration, International relations or related field

Work Experience

  • 5 years or more of professional experience in logistics of which at least 3 years in humanitarian environment

  • At least 2 years of experience at a managerial position

  • Experience in low resource or emergency setting

Technical expertise

  • Proficiency in supply chain and storage strategy and management

  • Knowledge in IT systems setup, troubleshooting and remote support

  • Knowledge in WASH standards is an asset

  • Knowledge and understanding of ship management structures and practices, charter parties and related issues are a strong advantage

Languages

  • Fluent in English (spoken and written)

  • Proficiency in Italian is a strong asset

IT skills

  • Highly computer literate with capability in email, MS Office, including Excel, and related business and communication tools.
