About SOS MEDITERRANEE

SOS MEDITERRANEE is a civil European rescue association founded in 2015 to face the humanitarian tragedy and the lack of adequate state rescue capacity in the Mediterranean on the deadliest maritime migratory route in the world since 2014. Created by a group of European citizens, our maritime and humanitarian organisation has three missions:

  1. To rescue people in distress at sea.

  2. To protect and assist survivors on board our ship.

  3. To bear witness and raise awareness about the tragedy unfolding in the central Mediterranean.

Today, SOS MEDITERRANEE is a network composed of four European entities (Germany, France, Italy, Switzerland) sharing the objective to support our rescue operations at sea. Search and Rescue (SAR) operations have been carried out since February 2016 in the Central Mediterranean off the Libyan coasts with the chartered ships Aquarius and Ocean Viking. To date, over 42.000 people have been rescued by SOS MEDITERRANEE.

Job description

SOS MEDITERRANEE is currently looking for a Logistics and Care Coordinator.

AIM OF THE POSITION
Part of the post-rescue team and reporting to the SAR Coordinator when onboard, the logistics & care coordinator coordinates the activities related to survivors’ care and oversees the logistics needs related to the operations (including supplies, IT, WASH and care equipment maintenance).
When onshore, reporting to the Logictics and Supply manager, the logistics & care coordinator assists the operational logistics and post-rescue departments and contributes to the development and implementation of their processes focusing in priority on the logistics component.

MAIN OBJECTIVE

Strategy

  • Participate to the development and implementation of the logistics and post-rescue strategy

  • Contribute to the development of middle term and long-term logistics and post rescue projects

  • Propose improvements related to the logistics and post-rescue processes

Care and Protection activities

  • Responsible for the onboard activities related to survivor care (other than medical and protection activities) in collaboration with the Post-Rescue Team Leader (PRTL).

  • Coordinate activities including food and NFI distribution, cleaning, deck watch, and deck maintenance with support from the wider team.

  • Support in the implementation of psycho-social support (PSS) activities and act as a focal point onboard. 

  • Coordinate and act as a technical focal point for survivor communication mechanisms

  • When requested, support the SAR team during preparation phases and rescue operations

  • Ensure the supervision of the guest on 25th seat when he/she is assigned to the Log team.

  • Train onboard crew members in care activities (other than medical and protection activities)

  • In collaboration with the PRTL, facilitate the organisation of onboard protection activities

  • Support the post rescue team in the identification of vulnerable individuals onboard and referral of cases to other actors ashore

Supply chain

Onshore

  • Support the Logistics & Supply Manager in the operational deployment of the supply chain strategy

  • Implement the procurement process for both operations and office supplies

  • Follow-up the ongoing purchases and ensure it reaches its destination on time

  • Ensure accurate follow-up of inventories (food, NFIs, LOG & CARE equipment), including stock levels, consumption trends and replenishment needs

  • Support in the preparation of port call, aerial operation deployments, technical stops and workshop sessions

  • Ensure the organization and maintenance of goods and equipment storage

  • Maintain and update supplier and service provider information, ensuring traceability and continuity of supply

  • Support the analysis of supply chain performance through monitoring of stock levels, consumption trends and delivery timelines

Onboard

  • Oversee and follow-up the inventory of food, NFI, and other logistics assets to ensure effective operations

  • Ensure the logistics processes are known and followed by the different onboard teams

  • Train and support the other team members in the follow-up of their stock (realization of inventory etc.) and in the supply process

  • Ensure the local purchases and follow-up the supply delivery with the onshore team

  • Oversee the reception and storage of orders onboard

  • Ensure the implementation and follow-up of the procurement plan

  • Actively propose solution to optimize the stock and supply management onboard

IT

Onshore

  • Support the deployment of the IT strategy defined by the Logistics & Supply Manager at operational level

  • Manage IT equipment assigned to the operations team and ensure proper allocation, follow-up and basic maintenance

  • Prepare, configure and test IT equipment prior to deployment onboard or in operations

  • Provide operational feedback on IT constraints, needs and performance to support strategic adjustments

Onboard

  • Supervise the onboard IT network and communication systems (local network, servers, user access, satellite connectivity)

  • Ensure technical maintenance and first-line troubleshooting of onboard IT systems and network and CCTV infrastructure

  • Supervise the management and follow up of the IT systems onboardMonitor system performance, connectivity and data consumption, and implement usage optimization measures

  • Ensure the sensitization and training of the teams on the data consumption and overall IT management

  • Contribute to the operational deployment of IT projects by testing, implementing and monitoring new systems or tools onboard

  • Ensure proper configuration, documentation and traceability of onboard IT systems and equipment

Equipment & WASH

Onboard

  • Support the preparation and execution of technical duties related to LOG & CARE equipment and interior installations, including basic plumbing, electrical and carpentry works, during port calls, technical stops, workshops and shipyard periods (excluding SAR equipment and ship-critical systems)

  • Ensure proper functioning, cleanliness and upkeep of WASH-related installations and equipment (Water analysis, waste disposal, water dispenser and osmosis maintenance, water system on deck)

  • Supervise the logistics and WASH maintenance activities during the above period and report to the Logistics Manager any issue that might occur

  • Coordinate maintenance activities onboard in interface with the technical crew, ensuring clear separation between deck infrastructure and logistics-managed areas

  • Ensure the maintenance and operational readiness of equipment and interior installations used by survivors, including shelters, containers and care spaces

  • Train onboard crew members on basic maintenance of the ship facilities and ensure WASH and Maintenance SOP are implemented onboard

  • Under supervision of the SAR Coordinator, coordinate the waste management onboard

Safety & Security

Onboard

  • In collaboration with the post-rescue leaders, supervise the crowd control during various operational phases while survivors are onboard

  • Assist the SARCO and Deputy SARCO in ensuring that the safety and security of the accommodation's spaces are meeting the minimum standards

  • Supervise the integrity of the storage containers onboard (pest control, theft)

Reporting

  • Ensure the follow-up of and reporting of logistics or care datas

Profile

Qualification and experience:

  • Degree in Logistics, Business Administration, International relations or related field

  • Standards of Training, Certification and Watchkeeping for Seafarers (STCW) qualification is an advantage

  • Proficiency in supply chain and storage management

  • Ability to ensure light repairs and maintenance by him/herself – hands-on attitude

  • Maintenance and construction skills in workshop or on ship is a strong advantage

  • 2 or more years of experience in logistics

  • Previous experience in humanitarian setting

  • Previous experience on a ship and/or SAR asset is an asset

  • Experience in supervising and training with multidisciplinary team

  • Experience in project management is an advantage

  • Understanding of migration issues and context of the Mediterranean is an advantage

Language:

  • Fluent in English mandatory

  • Knowledge of Italian, Arabic or French is an asset

IT/SI:

  • Highly computer literate with capability in email, MS Office, including Excel, and related business and common tools.

  • Knowledge in network administration and IT server support

Softskills:

The salary will be initial of 2.200€ gross, then 2.747€ gross after 8 weeks, and 3.022 € gross after 20 weeks
